摘要:
当前湖南基层社区管理存在政府行政与社区自治的关系没有理顺、法规政策不健全、社区建设政策执行不力、管理人员配置不合理、社区服务资金不够等相关问题。其解决方案应是政府在基层社区管理中发挥主导作用,实现基层社区管理自治、组建基层社区居民自治会、完善基层社区经费保障机制、加强社区管理队伍建设,建立“费随事转+绩效奖励”的薪酬体制,切实实现社区自治管理模式。
Abstract:
At present Hunan grass-roots community management has many administrative intervention, the laws andpolicies are not sound. The function is not clear, the community development lack of environmental support, the communitystaff specialization level is not high. The community service fund is not enough and other related issues. Its solution should bethe leading role of the government in community management, building community autonomy at the local level, a grass-rootscommunity residents autonomy. It is to improve the mechanism for ensuring adequate funding for grassroots community, tostrengthen community management team construction, to establish “fee + performance bonus with things” salary system, tostrengthen the function of community self-management and self-service.
